Check out SQL-Station! It includes a fully featured PL/SQL debugger (view source, set breakpoints, step, step into, call tree and many other goodies). In addition, SQL-Station includes Coder, for generating, editing, testing and manipulating server-side code and Plan Analyzer to assist in Oracle SQL tuning.
