Best tools and platform for ORACLE

[Quoted] We have OpenVMS (ALPHA) and SUPRA1 (CINCOM) database. All our programs are developed with COBOL for terminals.
We intend to buy ORACLE databese and some development tools. We are not sure about platform (ALPHA-OpenVMS) and which tools are the best on the market now.
We have about 60 terminals (RS232) and 15 PC-WIN95 (UTP). We think to build applications for terminals and PC-GUI (because we can not rebuild necessary communication infrastructure right now).
- Which development tool is proper for building applications that can run both on terminals and PC (not terminal emulation)? Is this possible?
Our local ORACLE distributor told us that ORACLE have Developer and Designer that are capable for that kind of applications. I have doubt about that.
2. Is OpenVMS "good enough" OS for ORACLE8? Which one do you recommend.
3. Is it better to keep terminals or to migrate all applications to PC?
4. Can ORACLE8 and SUPRA1 coexist on the same server?
5. We have cca. 1.7 mio lines of COBOL programs. What is the best way to migrate to ORACLE. Can 5 people do such work in 2 years?
6. We have line printers (FUJITSU) and we use code page 437(you know - fanny character which the rest world don't use). I am worried how would they print characters in diferent code page in ORACLE. Do you have any experience with that problem?
