Oracle For Object and Internationalization Question ?

Hello Comp.Databases.Oracl.Tools,
My Team and I are writing a Client/Server application which will be distributed Globally. When experimenting with the regional settings control panel under Win95, it appears that when Visual Basic and Access change there date format to the locale settings Oracle Objects OLE also changes it's format.
I didn't find any information about localization of dates and times in the help file.
Can Oracle Objects OLE be counted on to return dates in the local format ?
Any comments or information would be helpful.
