I think you will not success running your old forms 3.0 application etc. to run on a 32-bit platform.
We had the same problem and our advisors (oracle) had only one answer and that is converting it all to a newer version. for your Pro*c programs this will only be a recompilation with antoher pro*c and another compiler. Your forms and reports will have to be adjusted to the new graphical display
