That's one of the myths of "open source."

The fact that source code is available does not mean that anyone will actually be able to make meaningful changes to it.

There will only be meaningful changes if there is a community of developers familiar with the codebase that are prepared to make such changes.

Ingres has been worked on for enough years that it would seem very surprising for the learning curve for new developers to be short enough for it to be widely worth going through the learning curve.
