Is Ingres yet relational?

I do remember from old discussions not necessarily here that Ingres' QUEL was relational.
Do anyone know:
- If QUEL is still present at the CA Ingres product?
- If it hasn't been corrupted?
- Where to find such information?
In understand that keeping SQL as the primary access language disqualifies Ingres as a RDBMS, unlike Dataphor that has RealSQL that is not primary and is not really SQL, but a relational language resembling SQL as much as possible. Yet I am curious, now that Ingres has been freed, and CA's site has been proving useless for such information until now.
