Advice Required !!!

Hi,

We currently have a system which runs on Oracle 8.1.7, and we have plans to move to a free database, or a cheaper version like Oracle Lite.
My queries are :

What would be the best free/cheaper database to move to ?
What could be the possible issues considering following things :
We use heavy Pro*C code in our system.
We have a SQL scripts to take care of some of the things.
We have some PL/SQL code which we use.
