No, of course not. Except, if you can't use it, once you develop for it, without paying a license fee, then ....
You definitely want to study the supplied documentation, release notes, and http://otn.oracle.com needs to be in your list of bookmarks.
As for using mysql, I have difficulty seeing how that could be a substitute for Oracle (or DB2 for that matter).
