ODP.NET deliberately crippled?

In the Release Notes for the beta version of Oracle's Data Provider for .NET is says that VarChar2 is limited to only 2000 characters. Oracle's VarChar2 has allowed up to 4000 characters since about release 8.0 (over 3 years ago?), so the question is this: why would Oracle deliberately build their ODP.NET product with Oracle 7.x technology in it?
