Cannot logon to SQL*Plus

type in user, password i get
I have tried starting the lsnrctl start cmd, svrmgr30.exe, and
starting services from the control panel(WinNT wkst. 4.0) . I am not sure
if my listener.ora
the following error:
12641 : authentication service
failed to initialize.
file is correct. I also have developer/discover 2000 and
data mart all set up on the same
machine. I am trying to logon
locally using this machine as a
standalone.
Any assistance is greatly appreciated.
