Developer 2000 on Windows3.1 and Win95

I need someone to tell me if they have been able to do any of the following successfully...

Develop in Dev2K on Win95 and deploy application on win3.1 machine?

Develop on Dev2K in Win3.1 and copy files to Win95 Dev2K and re-genenerate?

I don't want to be stuck in windows3.1 until all the clients move up to win95 if I don't have to.
