     The latest version of the control file must be the control file that worked properly before. So, it may or may not be the latest one.

     You can try the command CREATE CONTROLFILE command. Following is one of the examples :

     STARTUP NOMOUNT PFILE=init_sid.ora
     CREATE CONTROLFILE REUSE DATABASE sid ... (Your previous configuration)    
     ALTER DATABASE OPEN;
