Yes, make sure that the install process was able to run the fmods.sh script AS ROOT. For example, the files:

-rwsr-s---  1 root     dba        380512 Sep 20  1995 /usr/oracle/bin/oraweb
-rwsr-s---  1 root     dba       1261156 Sep 22  1995 /usr/oracle/bin/wlctl
 

Need to be owned by root and have the setuid bits set.

sounds like you need to rerun fmods.sh as the user root.
