Oracle has been working on porting all of its Windows stuff (Developer/2000, SQL*Net, etc.) to 32-bit versions. BUT, at the same time, Oracle is phasing out SQL*Net v1. It doesn't ship with any new products, and since all the new products are 32-bit... well, you get the idea. There may never be a 32-bit version of SQL*Net v1. You'll have to use 16 bit tools or the SQL*Net v2 drivers.
