Yes, there are alot of solutions both commercial and 'non-commercial', but probably none without cost.

JDBC is still in the development stages, but looks very promising. Probably will need to pay Oracle or someone else for JDBC Oracle extension?

Oraperl (perl 4) and DBI (Perl 5) are being used today to do what you want, however, you will need to Oracle libs for compilation.

Java and Perl seem to web tools of choice. Today anyway. ;-)
