You should also look into DELPHI for MVS by Treehouse Software, Inc., if your project involves ORACLE on MVS. Treehouse provides more information for MVS than probably any other performance monitor.

If you're not looking at MVS, try their DELPHI for Windows product, which monitors via SQL*Net across platforms.
