I'd like to know as well. Even after immediately bouncing the listener I get this error. But it's not consistent. Sometimes it shows up, at other times it doesn't. Oracle Support seems to think that it's an o/s problem, eg: lacking in some kind of resource. They have adviced me to detect this by adding the following line to your listener.ora, as part of SID_DESC (below PROGRAM in VMS):

(OUT='disk1:[dir]filename')

I have yet to try it out when the listener fails again. It could happen any day now...
