Add this key and values:



HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\


     MyServiceName\Parameters\



        AppDirectory: REG_SZ:D:\ORACLE\BIN        (<-your path)
        Application: REG_SZ: D:\ORACLE\BIN\SQLDBA71.EXE
        AppParameters: REG_SZ:_at_startup





Make sure that startup.sql exists in the "AppDirectory" path .
