MS-Access /Oracle ODBC problem

I am running MS-Access 2.0 with Local Personal Oracle 7.1.4 and remote Oracle 7.1.6 versions thru SQL*Net version 2.1.

Here is what happens when I try to attach an Oracle table in Microsoft Access.
Access and Personal Oracle :
I can successfully attach an Oracle table (created thru sql*plus ) and can view the data. I cannot do any insert , update or delete from microsoft access on the table.
Under the same user I have some tables created by a case tool called S-designor. When I attach these tables in MS-access , I can do any operations (i,e insert,update,delete,select).

Access and remote Oracle 7.1.6 :

For a particular Oracle user ( say "opeds143b" ) I can do select,update,insert,delete on all the tables after attaching the table in MS-Access without any problem.
For tables of all other Oracle users , I get the following MS-Access Error :
Reserved Error[-1310];there is no message for this error.

The same problem exists while trying to connect into Oracle with Visual Basic.

Can anybody throw some light into this problem?
