In my case, TCP_VENDOR=WINSOCK. If you are not sure about this, reinstall the SQL*NET( either Ver 1.x or Ver 2.x ), ORAINST will prompt you to choose a TCP/IP vendor from its list. Choose Microsoft Windows NT TCP/IP.
