Fetch isn't retrieving all the records it should!

I posted a week ago about the fact that When I fetch, I don't get all the records I'm supposed to.
For example I should be able to fetch 150 records into thte cursor, but the cursor only holds 57. Why is that?
BTW, the syntax is correct. Any information/help is greatly appreciated!
