You will not see those tabs until you create a repository instance (Install Repository Owner).

You probably don't have GRANT EXECUTE ON DBMS_PIPES granted to the repository own user. Also needs to have execute procedure privieges and all the privileges listed in the PRIVILEGES tab as well.

To avoid conflict with 5.1, be sure none of the users have access to both 5.1 and Des/2000.

Finally, 16MB is very borderline amount of RAM; you want at least 20MB,  and be sure you create a fairly large permanent swap file (50MB).
