Michael,
I hope that you hace started the database normally. If you have check that the file called "sgadef<SID>.dbf exists in $ORACLE_HOME/dbs ( on unix systems).
If the file exists, check if Oracle (unix user Oracle) has read write permissions on the file. (It may be wise to check if user Oracle owns the directory, and belongs to the default group ( generally dba).
