Windows95 and PO7 and Developer/2000

I've installed PO7 (beta) for windows 95. That works fine. Then I installed the Developer/2000. If I want to make a connection from Forms 4.5 I get a SQL*Net error.

Can somebody help me? I don't expect that you have to install SQL*Net for a local database?
