We had exactly the same problem and it did not matter if it was SQL*Net V1 or V2. Worked on it for 4 days with Oracle Tech support (was that painfull) and got no where!

Finally another site in Telecom Australia with the same problem rang the same Tech support team but got a different Oracle staff and solved the problem.

You have to relink you Oracle binaries using the orainst program as the sqlnet libraries was not linked in. :-(
