PROCEDURE foo IS
BEGIN
dbms_output.put_line('foo' || 6);
END;
To make it compile in V1, you need to explicitly convert to the appropriate
datatype:
PROCEDURE foo IS
BEGIN
dbms_output.put_line('foo' || to_char(6));
END;
This is most likely the problem you're encountering.
