weeeeelllllll. you could try dbgeneral from bradmark. it's worked for me. it's c/s in a ms windows environment (or be way cool and put it in os/2) no it doesn't have an exploain plan but you can monitor your instance during normal (or abby-normal) conditions and go from there.
