Just to set the record straigh, ESRI's Arc/Info does not store the graphic/spatial/topological components of a geodataset in Oracle RDBMS. Arc/Info uses a combination of system files/directory data structure and INFO DMS for this purpose. Attribute information may either be stored in an Oracle RDBMS(or Informix or Ingres...) or in INFO. When using a backend database to store attribute information you still need the basic INFO tables(PATs, AATs, etc.).

  I did however have a chance to observe a GIS/LIS/whatever package that stored everything in a relational database. It was PC based and abysmally slow. In order to edit a tile, the information had to be selected(graphical or by querry) and the objects exported out into a DXF file and then edited in Autocad. After the edit were complete the DXF had to be imported back into the object database again. This was a relatively small area(27 sq miles I think) and the export would take the entire weekend. Spatial overlays could not be performed while the data was in the object database either. In general relational databases are not the best way to model GIS.
