If you are already running 7.0.16, you've already purchased a certain number of SQL*Net licenses. You just need to potentially change the distribution media or protocol.  

Where were you running SQL*DBA from? Is anyone in your company running Windows bases applications against O7?  

Worst case scenario is buying one license for SQL*Net direct for Oracle which would cost under 500 list price. If you know who your Oracle tele-sales rep is, you'd get lowest cost by buying a new protocol for your existing SQL*Net and the new media kit.
