This probably isn't going to be very helpful:

I got the impression from Oracle sales that you can ONLY do CDE2 design in a "GUI", but the generated form can be RUN (on some platforms) in character mode. I was told that you can NOT run in character mode on MSDOS, even if you design/generate in MSWindows.

I would expect that Unix/VAX/IBM mainframe will run a character mode v4 or v4.5 form.

Hopefully the enlightened ones will have a better answer,
