How Oracle uses PCTFREE on indexes for inserting

Guys,
I read at Oracle manual (Sorry, I don' t remember which one and I'm at home now) that when you're inserting a row, and the free space at the block where the key will be inserted isn't big enouth, Oracle creates a block chaining.
I couldn't believe! Everybody that knows B-Tree algorithms knows that when there is no more space, we need to split the block. I think that's a mistake at Oracle manual. What do you think?
