DYNAMIC_MEMORY top setting

I am trying to get SQLForms 3.0 to work on a machine, and when I load SQLPME I get a message like the following:
XMS manager returned a top memory address over 16 meg. Try adjusting DYNAMIC_MEMORY. Where do I set this?? Machtype = 2 and I am using EMM386 from DOS 6.22 and an exclude line for my net card. I have 32 meg installed.
Any help is appreciated.
