SQL*Menu Error 10247

I am trying to create an application using SQL*Menu 5.x and SQL*Forms 3.x. My appl. looks like :

Application : TEST1

Menu          : TEST1 --> Item 1  --> Runform form1 


				  --> Exit

		      --> Item 2  --> Runform form2


				  --> Exit	


		      --> Exit	

form1, form2 exist.

I am getting error 10247 : No active items in root menu application.

I have no clue about this error (I am my own DBA). I would appreciate if anobody who knows of this error can share the solution with me.
