SQL*Menu Error 10247

Hi,

I am currently trying to tie up some SQL*Forms 3.x using SQL*Menu 5.x. I have set up a user with 'Adminstrate' privileges. However when this user created a small menu with 2 form as shown below :

Application : TEST1

Menu        : TEST1
              |
              Item1,   Item2 , Exit
               |        |
     Runform 1      Runform 2                  (Both forms do exist)

I am getting error 10247 : No active items in root menu application.

I have no clue at this point regarding this error. I would appreciate if anybody who has seen error share the solution with me.
