These are EXPort files. You use them by IMPorting them. Based on my previous experience with SQL*TextRetrieval, it's probably the database tables and shit used for the tutorial (hence the tutorial directory).
If the documentation on running the tutorial doesn't tell you what to do with these files, the scripts that set up the tutorial probably do the import automatically.
