The two obvious alternatives are SQL*Net Async (to connect using a modem) and SQL*Net TCP/IP with the TCP/IP running via a SLIP or PPP connection (basically a TCP/IP connection over modem lines).

I'm afraid that I have no experience with either, so I can't help. Sorry.
