"best" tool is very subjective...decide what you need/want from your tool and do a comparison. I have done several projects using ORACLE CASE, and I have seen enterprise modeling done on ORACLE CASE...results were as good as the analysts doing the work...the nice thing about ORACLE CASE, if your going to be developing an ORACLE RDBMS, is the tool will generate DDL and form shells for you, which can cut down on development.
