Microsoft. However, at the moment it's really hard to get anything to do with ODBC out of them at all, so good luck. There are various specs on various FTP servers (you could try ftp.microsoft.com or the vendors part of ftp.uu.net), but MS prefer Compu$erve for distributing information.
