truncated sqlhelp.ctl file

The sqlplus/install/plus.map contains a list of files with their sizes. Are those the sizes of the files as they come from the distribution tape, or are they calculated after the install? I'm trying to figure out how or when the sqlhelp.ctl file got truncated.
