You'll have to create a repository first.

I suggest strongly, you create a special user for it, e.g, DES_OWNER. Read the installation instructions on what grants to give; depending your (not mentioned) version there may even be a script that will take care of all that.

After that, you can add users to the repository - that is, allow existing Oracle account to use the repository.
