DB and Designer

But when i try to open Oracle Designer ... 1st doubt: what user can i use with Designer?

If i logon with SCOTT user ...
I get a message "User SCOTT doesnt have a repository installed"

Then i go to Repository Administration Utility ... But with user SCOTT i cant complete sucessfully the process.

Could you help me anything?
