Pl Help - Oracle Apps 11.5.7 Win2K installation error

Hello
Could someone please help fix this installation error?
I get error message "Bootstrap Failed",
when installing Oracle Apps 11.5.7 (July 2002 release)
on Windows 2000 server.
I installed all pre-requisites - JDK1.4, MS-VC 6.0, MKS, & gnumake.
I tried the RapidInstall utility.
All pre-install tests pass.
But when it invokes the Oracle Universal Installer,
I get the error message, "Bootstrap Failed".
(There is no detailed error description or log message)
My CD-PACK is titled "Oracle(R) Applications 11i Release 7
(with NLS Supplement) CD Pack for Windows NT".
I am not sure if it's certified for Windows 2000 server.
Suprisingly the RapidInstaller CD uses an old version of JRE - v1.1.8.
