I've downloaded the file, extracted the zip archive and actually run the script. There is nothing in it that could be considered a virus, however he doesn't know how to spell February, so I would change that BEFORE running the script.

By the way, this is the SAME fool who warned us about MySQL, then PostgreSQL, taking all of the database market away from Oracle. Now he's writing PHP scripts...
