There have been numerous posts in the Oracle.com forums about this, and the workaround for installing Discoverer. Once you attempt to install Discoverer (on NT or 2000), it will give you the error message. After that, go into your registry (under HKEY_LOCAL_MACHINE\SOFTWARE\ORACLE\ALL_HOMES) and set the default home to whichever new home name you attempted to create discoverer in (eg. discoverer4Home etc.). Try installing Discoverer again, with this selected as the default home in the installation process. This will enable you to run Discoverer without any problems, and you won't have to deinstall the database.
