UNISTALL Problem? bad documentation

Can any one help me with the unistalling..?!!!
What do you guys understand from this message?? I couldn't get anything out of it!

It was not possible to find a value for the variable, 'MSHELP', in
'$ORACLE'. 'MSHELP' is used to determine in what directory Oracle8 Navigator
was installed. It is therefore not possible to remove Oracle8 Navigator.
Please restore the binding for 'MSHELP' by adding a line that begins with
'MSHELP=' in '$ORACLE'.
If Oracle8 Navigator is installed in 'F:\OraLite\Ora81', you need to add the line 'MSHELP=F:\OraLite\Ora81' to correct the problem.
When you have corrected the problem, you can remove Oracle8 Navigator.

I have tried to create a System Variable's called & with value:
NAV8 =f:\OraLite\Ora81
ORACLE =NAV8=f:\OraLite\Ora81 ORACLE ='NAV8=f:\OraLite\Ora81' ORACLE =NAV8=f:\OraLite\Ora81 ORACLE =NAV8
