what needed to start programming with Oracle

Hello,
my situation:
[Quoted]  we have an Access97 db: the data-file is in the network(novell) so that each user from his PC (w95 or w98) access it by using his copy of the program-file and add/edit data and print reports.

my hope:
 we want to migrate it to Oracle, and we'd like remote users to be able to access also to the db.

my question:
 what programs/applications/packages do we need to meet our goal (note: I know nothing about Oracle)
