Assuming the runtime machine is a Win95/98/NT machine, you can look at the task manager and see that there is still a process running (which one depends on the version of Developer, but I don't recall the names now...), even after you have "exited" Presumable, Oracle decided to keep some of itself in memory so it starts up faster next time.
That said, I don't know how to unload it other than selecting "end task" from task manager.
