  Try to increase the "shared_pool_reserved_size" in your   init.ora configuration file. This parameter tells ORACLE   the amount of space that should be reserved for storage   procedure loading (procedures/functions/packages)..

  If this value have not been set yet, put it with 10% of   current "shared_pool_size"... if even it fails, try   to increase your "shared_pool_size" (you're probably   running out of memory in ORACLE)..
