Well, that didn't make a difference either, but I did get Webdb going. There was something very strange going on with the NT Registry, etc. so I cleaned out a bunch of Oracle related entries and started from scratch. My client used to have 7.3.3 installed and had a disk crash so who knows what was left behind. The default home was now ORACLE_HOME and d:\oracle\ora8i (or something like that) as the documentation said it would be. Also, I was able to install WebDB with the name WEBDB_HOME under d:\oracle\webdb.
