PO8 doesnot use Tcp/Ip so you have no listener. Use the bequeth protocol supplied with Net8. Check your tnsnames.ora for the name of bequeth protocol.

PS. If u want to start listener, search for lsnrctl80 executable in your oracle bin directory then say start. Opens up a small msdos screen.
